The responsibility for the underground and spatial planning lies with the cantons. However, there are gaps in the implementation of the legal foundations. Only a few cantons have updated regulations that govern the utilization of the geological subsurface.

It is also the intention of the Swiss Geological Survey of swisstopo to improve the exchange of and the access to geological data and information at the cantonal level. Already in 2015, the Swiss Geological Survey created the Federal Coordination Body for Geology (KBGeol) at the federal level. In 2019, they proposed the establishment of a similar organization, i.e. an intercantonal Conference on the Geological Subsurface (CGS). With one official representative per canton, the CGS helps develop regulations to promote the exchange of and the access to geological data and information among the cantons, the federal government and the private sector. Moreover, it works towards the harmonization and the centralization of geological data at the cantonal level.

The KGU was founded on November 7, 2019 with representatives from all the cantons and comprises the presidency, the executive committee, 26 cantonal representatives and the business administration.
